Observation

The allegation that the program did not prevent a teacher from engaging in prohibited discipline is more likely than not, valid because during the onsite visit interviews with the teacher who used prohibited behavior with a child and the owner of the program, the teacher and the owner said the teacher did "slap" the child's hand.
